The Comprehensive Department of the National Energy Administration has issued a notice on further strengthening the construction safety work of power construction projects (Guoneng Zongtong Safety [2024] No. 140). It is pointed out that construction units should implement bidding management for power construction projects in accordance with relevant national regulations. General contracting units and construction units are strictly prohibited from undertaking engineering projects beyond their qualifications and business scope; Special operators must hold valid certificates before taking up their posts, while other operators must undergo safety education and training before they can take up their posts, in order to prevent unqualified enterprises and personnel from entering the construction site for work from the source.
1、 Consolidate the main responsibility of enterprises
The main person in charge of the enterprise should effectively fulfill the responsibilities of the first person responsible for safety production, personally study and deploy safety production work, personally supervise and inspect the implementation of safety management requirements, and personally coordinate and solve prominent problems such as universality and typicality; Other responsible persons and management personnel at all levels should strictly fulfill their job responsibilities, formulate and implement effective measures, plug security management loopholes, and enhance the level of intrinsic security.
2、 Strengthen access management
Engineering construction units shall implement bidding management for power construction projects in accordance with relevant national regulations. 3、 Strengthen construction site management
Each power enterprise must strictly follow the basic construction law of "survey first, design later, and construction later", strictly implement the construction drawings, design documents, and construction plans, and strictly prohibit arbitrarily compressing the reasonable construction period and cost; We must strengthen the safety management of sub projects with high risks such as tunnels, chambers, lifting machinery, deep foundation pits, scaffolding, and high formwork, and resolutely crack down on behaviors such as not following the design and construction plan during construction; We must strengthen the management of confined space operations and resolutely prevent accidents that lead to the expansion of casualties due to blind rescue efforts.
4、 Strengthen subcontracting safety management
Each power enterprise should strictly review the qualifications, abilities, and historical performance of its subcontracting teams, incorporate them into its own safety management system, and implement unified management and assessment; We need to strengthen safety education and training for subcontractors, enhance their safety awareness and professional skills; We need to strengthen the management of subcontracting operations, adopt information technology methods, and comprehensively grasp the implementation of safety production regulations by subcontracting team members.
5、 Intensify safety supervision efforts
Each dispatched agency and local power management department at all levels should increase their safety supervision efforts, carefully sort out and analyze the prominent problems exposed in safety production accidents, and adopt graded and classified supervision measures for key projects and "small, scattered, and far" projects based on reality, to enhance the pertinence of supervision; We need to increase efforts in investigating and supervising accidents, and include the responsible personnel in the list of energy safety production bad credit records and serious dishonest entities in accordance with regulations, in order to increase the cost of illegal and irregular activities; We must deepen the three-year action plan to tackle the root causes of safety production, effectively supervise and guide all participating units to standardize the work process of accident hazard investigation, and improve the quality of investigation and governance; We should use methods such as "multiple notifications, multiple supervisory letters, and multiple undercover visits" to regularly conduct supervision and inspection of power construction projects within our jurisdiction, extending to grassroots units and construction sites with the most prominent risks and weak foundations. We should promptly report, expose, and strictly hold accountable participating units that have failed to promote their work or rectify major accident hazards.
